Annual by Relative Week Event

This type of event is used for an event that always appears on the same day of the week every year, with the same number of whole weeks between it and a given reference date.

This can be used for an event that always occurs on the last Saturday of a month (by making the reference date the first of the next month, and the initial date on a Saturday) or for events like the first Sunday of Advent (which always appears 4 Sundays before Christmas, the reference date).

This event can also optionally have an annual period, which means that the event doesn't appear every year, only every few years. This is useful for some types of cycles.
